Although the budget usually depends on what the client has to spend, actual costs get based on hours.
I've only just started the book, but it is great so far. The discovery stage in the book is really opening my eyes to what sort of imformation I should have before starting a project.

I would recomend the book though, its great. I am only just getting into it, and I have already got loads from it.
